SwitchMed: Catalyzing a Green Revolution in the Mediterranean

The Mediterranean region is embracing a transformative shift towards sustainability with the SwitchMed Programme, an initiative funded by the European Union. Launched in 2013, this groundbreaking program aims to revolutionize consumption and production patterns in the Southern Mediterranean through circular economy approaches. It is implemented by the United Nations Industrial Development Organization (UNIDO), the United Nations Environment Programme (UNEP) Economy Division, and MedWaves, the UNEP Mediterranean Action Plan (UNEP/MAP) regional activity centre for Sustainable Consumption and Production, in close coordination with the Directorate-General for Neighbourhood and Enlargement (DG NEAR).

A Vision for Sustainability

The core objective of SwitchMed is to decouple economic growth from environmental degradation by promoting eco-innovation and sustainable practices. The program spans eight countries in the Southern Mediterranean—Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, Palestine, and Tunisia. These nations are tackling pressing issues such as job creation and natural resource protection, which are critical to their long-term economic stability.

SwitchMed directly contributes to several UN Sustainable Development Goals (SDGs), including:

  • SDG 8: Promoting inclusive and sustainable economic growth and decent work.
  • SDG 9: Encouraging sustainable industrialization and innovation.
  • SDG 12: Ensuring responsible consumption and production patterns.
  • SDG 17: Strengthening global partnerships for sustainable development.

Driving Impact Through Innovation

With a vision aligned to the European Commission’s New Circular Economy Action Plan, SwitchMed focuses on sectors with high resource usage and significant potential for circularity, such as plastics, textiles, and food. Over the past decade, the program has demonstrated tangible results:

  • 8 National Action Plans for sustainable production and consumption.
  • 20 policy pilots implemented.
  • 1,830 Resource Efficient and Cleaner Production measures identified in 125 industries.
  • 197,525 tonnes of CO₂ emissions avoided.
  • €41.7 million in annual production cost savings achieved.
  • Over 200 green companies created, leading to 1,000+ green jobs.

Additionally, through the SwitchersFund, the program has channelled €106,000 to support green entrepreneurs and foster civil society initiatives, incubating 48 green startups.

Building a Collaborative Ecosystem

SwitchMed’s efforts extend beyond national borders, contributing to regional platforms such as the Union for the Mediterranean (UfM) Working Groups on Blue Economy and Environment and Climate Change. These collaborations led to the UfM Ministerial Declaration on Environment and Climate Change, a vital framework for regional cooperation in sustainability.

By promoting eco-innovation and resource efficiency, SwitchMed empowers a broad spectrum of stakeholders, including policymakers, entrepreneurs, industries, and civil society. Its initiatives serve as a model for scalable solutions that address global challenges while creating local opportunities.

A Future Anchored in Green Growth

The Mediterranean’s transition towards sustainable consumption and production is a testament to the power of multilateral cooperation and innovative thinking. As the program continues to evolve, it remains steadfast in its mission to nurture a green economy that benefits both people and the planet.

Through the success of the SwitchMed initiative, the Southern Mediterranean countries are poised to lead by example, demonstrating that economic growth and environmental stewardship can go hand in hand. For businesses, policymakers, and green innovators, SwitchMed represents a beacon of opportunity and a call to action in the fight against climate change.
